The Government launched NLP on 17 September, 2022 to speed up the transformation of the Indian <\/span><a href=\"https:\/\/lsc-india.com\/content\/overview_on_logistics_industry\"><span style=\"font-weight: 400;\">logistics<\/span><\/a><span style=\"font-weight: 400;\"> sector. Indian Inc lauds this move, hailing it significant in boosting the ease of doing business and enhancing the liveability quotient. We decided to dig into this policy and unravel its significance in spurring India\u2019s <\/span><a href=\"https:\/\/www.ibef.org\/economy\/indian-economy-overview\"><span style=\"font-weight: 400;\">economic<\/span><\/a><span style=\"font-weight: 400;\"> growth.<\/span><\/p>\n<p><b>What triggered the need for launching NLP?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Logistics constitutes the backbone of India&#8217;s international trade. It plays a key role in bolstering the country&#8217;s manufacturing and exports. Compared to developed countries, the <\/span><a href=\"https:\/\/timesofindia.indiatimes.com\/blogs\/voices\/the-curious-case-of-rising-logistics-costs-explained\/\"><span style=\"font-weight: 400;\">logistics cost<\/span><\/a><span style=\"font-weight: 400;\"> in India has been higher. This high cost lowers the competitiveness of Indian goods both in domestic and export markets. Furthermore, it impairs efficiency across various sectors of the economy, impacts employment opportunities and mars economic growth.<\/span><\/p>\n<p><b>How does NLP aim to boost the economy?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Both the government and industry insiders opine that NLP will transform the country\u2019s <\/span><a href=\"https:\/\/www.thehindubusinessline.com\/opinion\/developing-an-efficient-logistics-ecosystem\/article37992023.ece\"><span style=\"font-weight: 400;\">logistics ecosystem<\/span><\/a><span style=\"font-weight: 400;\">. This policy aims to effect the following outcomes:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00a0Swifter and seamless movement of cargo and people\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00a0Expedition of last-mile delivery, helping businesses save time, money and resources<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00a0Creation of a single point of reference for all matters related to logistics and trade facilitation<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00a0Substantial reduction in transportation costs and increased efficiency across supply chains.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00a0Ushering of blockchain and artificial intelligence to organise the unorganised logistics industry<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facilitation of a modal shift in logistics \u2014 lowering the current over-dependence on roads to railways and waterways\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reduction in the logistics cost from 14-18% of GDP to global best practices of 8%. This single-digit cost-to-GDP ratio is at par with those of countries, such as the US, South Korea, Singapore, and some European nations. In 2018, India ranked 44th in the <\/span><a href=\"https:\/\/lpi.worldbank.org\/\"><span style=\"font-weight: 400;\">Logistics Performance Index<\/span><\/a><span style=\"font-weight: 400;\"> (LPI). With the launch of NLP, the country aims to be among the top 10 in the LPI by 2030.\u00a0<\/span><\/li>\n<\/ul>\n<p><b>Plans to effect NLP<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The government has planned to develop the following initiatives as part of NLP.<\/span><\/p>\n<p><a href=\"https:\/\/logixtics.nldsl.in\/\"><i><span style=\"font-weight: 400;\">Unified Logistics Interface Platform (ULIP):<\/span><\/i><\/a><\/p>\n<p><span style=\"font-weight: 400;\">This platform will:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Unify all the digital services related to the transportation sector into a single portal.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Spare the manufacturers and exporters from cumbersome processes.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensure swifter and smoother cargo movement.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Enable information exchange confidentially on a real-time basis.\u00a0<\/span><\/li>\n<\/ul>\n<p><a href=\"https:\/\/government.economictimes.indiatimes.com\/news\/governance\/national-logistics-policy-integration-of-digital-systems-online-mechanism-for-secure-exchange-of-documents-key-features\/94279625\"><i><span style=\"font-weight: 400;\">Digital Integration System:\u00a0<\/span><\/i><\/a><\/p>\n<p><span style=\"font-weight: 400;\">It will make workflow seamless and faster resulting in greater efficiency in the logistics sector.<\/span><\/p>\n<p><a href=\"https:\/\/www.easeoflogistics.com\/\"><i><span style=\"font-weight: 400;\">Ease of Logistics Services (E-Logs)<\/span><\/i><\/a><b><i>:<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400;\">This platform will:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Enable speedy resolutions of operational issues by facilitating direct interaction of businesses and industry associations with government agencies.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensure transparency, accessibility and ease of business.<\/span><\/li>\n<\/ul>\n<p><a href=\"https:\/\/cargobreakingnews.com\/nlp-introduces-integrated-digital-system-to-facilitate-cargo-movement\/\"><i><span style=\"font-weight: 400;\">Integration of Digital System (IDS)<\/span><\/i><\/a><b><i>:\u00a0<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400;\">It will digitally integrate systems of different departments \u2014 road, railways, aviation, commerce ministries and foreign trade.<\/span><\/p>\n<p><a href=\"https:\/\/www.moneycontrol.com\/news\/business\/national-logistics-policy-a-look-into-service-improvement-group-and-their-roles-9193021.html\"><i><span style=\"font-weight: 400;\">System Improvement Group:\u00a0<\/span><\/i><\/a><\/p>\n<p><span style=\"font-weight: 400;\">This body will monitor all logistics-related projects on a regular basis to improve coordination across ministries and between the central and state government.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The government has also proposed the creation of a State Logistics Coordination Committee in every state of India. It will employ the Logistics Ease Across Different States (LEADS) index annually to evaluate every state&#8217;s performance. Additionally, the Union Government will provide a blueprint to the states to enhance their logistics efficiency. With NLP, the government will also facilitate a unified regulatory environment and institutional framework that will set up multi-modal logistics parks (MMLPs) as key markets.\u00a0<\/span><\/p>\n<p><b>Final thoughts<\/b><\/p>\n<p><span style=\"font-weight: 400;\">With NLP coming into action, the Indian logistics market would be worth around <\/span><a href=\"https:\/\/www.linkedin.com\/pulse\/national-logistics-policy-indias-new-framework-become-pankaj\/?trk=public_post\"><span style=\"font-weight: 400;\">$ 215 Bn<\/span><\/a><span style=\"font-weight: 400;\"> in the next two years compared to $ 160 Bn. As per the Investment Information and Credit Rating Agency of India Limited (ICRA), the logistics sector will develop at a Compound Annual Growth Rate (CAGR) of <\/span><a href=\"https:\/\/www.linkedin.com\/pulse\/national-logistics-policy-indias-new-framework-become-pankaj\/?trk=public_post\"><span style=\"font-weight: 400;\">10.5% <\/span><\/a><span style=\"font-weight: 400;\">through 2025 after growing at a CAGR of 7.8% over the past 5 years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">After a careful study of the policy, we are certain that NLP provides a framework to transform the logistics industry, making it sustainable and growth intensive.
